But to the point about whether one or the other is acceptable in public or not, the big difference is context. All modesty in clothing is contextual: bathing suits are appropriate where water is near, but not necessarily snow and ice. Underwear is commonly seen in the house, but not outside the house except for emergencies. Neither are really commonly visible in the general hustle and bustle of everyday life, unless your profession demands them or you have exigent circumstances.
